Located in Jubail Industrial City in Saudi Arabia’s Eastern Province, this company was established through the collaboration of two global energy leaders. As part of its strategic growth, the company is expanding its operations by constructing a state-of-the-art petrochemical complex, seamlessly integrating with its existing refinery to enhance productivity and maximize operational synergy.
We are seeking a highly skilled Organizational Development Specialist to lead the design, development, and optimization of organizational structures, job designs, and job evaluations. This role plays a critical part in ensuring that the company’s workforce is structured efficiently to enhance productivity, operational effectiveness, and career development opportunities. The specialist will collaborate with internal stakeholders and external consultants to implement best practices in organization design, job analysis, job evaluation, and career progression frameworks.
Key Responsibilities
Organizational Structure & Design
- Develop and maintain the company’s organizational structure, ensuring alignment with strategic business objectives.
- Provide expert recommendations on organizational hierarchies, job titles, reporting relationships, and workforce planning.
- Conduct organizational analysis and assessments to identify inefficiencies, redundancies, and areas for improvement.
- Assess the impact of structural changes on organizational efficiency and individual roles.
- Conduct external benchmarking to align with best practices and ensure continuous improvement in organizational effectiveness.
Job Analysis & Job Evaluation
- Perform comprehensive job analyses to assess work scope, responsibilities, and competencies required for each role.
- Develop, maintain, and update job descriptions for all positions, ensuring consistency, relevance, and clarity.
- Conduct job evaluations and grading using standardized methodologies and job evaluation tools.
- Maintain and oversee the company’s job evaluation system, ensuring accuracy in job placements across the organization.
- Participate in job evaluation review projects, coordinating meetings, data collection, validation, and outcome assessments.
Compensation & Career Development Integration
- Support compensation benchmarking by mapping and matching jobs for external surveys conducted by third-party consultants.
- Develop and maintain Technical & Professional Career Ladders to provide structured career growth opportunities.
- Assist the Training & Career Development Division in identifying key competencies required for all job roles.
- Align job evaluation and organization design with compensation, rewards, and talent management strategies.
Collaboration & Coaching
- Act as the company’s expert in organization design, job evaluation, and job description development.
- Provide coaching and training to HR personnel and business leaders on organization design best practices.
- Work closely with external consultants to implement job evaluation frameworks and organizational redesign initiatives.
Job Requirements:
- Bachelor’s Degree in Human Resources, Business Administration, or a related field.
- Certifications in Job Evaluation (e.g., Hay Group, Mercer, or equivalent) are preferred but not required.
- Minimum 6 years of experience in Organization Design and Job Evaluation, with at least 2 years in a similar role.
- Strong background in job analysis, job description development, and organization structure design.
- Experience in the Refinery, Oil & Gas, or Industrial sector is an advantage.

- Strong analytical, problem-solving, and quantitative skills.
- Ability to work independently and collaboratively across multiple functions.
- Proficiency in SAP and Microsoft Office applications.
