Role Overview:
As the client** **expands its operations in Indonesia, the HR & Admin Executive will play a pivotal role in establishing and managing the full scope of human resources, administration, and foundational financial processes for the local subsidiary. This position supports the company’s transition from setup to full operation by independently handling local recruitment, employee onboarding, labor compliance, and performance management while maintaining smooth office logistics and vendor coordination.
The role also serves as a crucial cultural and communication bridge between Chinese headquarters and the Indonesian team, ensuring seamless implementation of corporate policies and cross-border collaboration. Ideal candidates will bring a mix of regulatory knowledge, language fluency (English and Mandarin), and resilience to thrive in a dynamic, fast-paced environment.
Key Responsibilities:
Human Resources (HR):
- Lead post-registration compliance procedures (e.g., tax registration, BPJS healthcare/social security enrollment, work permit acquisition).
- Independently manage full-cycle local recruitment (job posting, resume screening, interviews, background checks, and onboarding) aligned with headquarters’ staffing plans.
- Develop and enforce labor contracts, employee handbooks, and attendance policies compliant with Indonesian Labor Law.
- Oversee salary calculations, tax filings, and annual welfare programs (e.g., holiday gifts, team-building activities).
- Handle employee relations, including onboarding training, performance management, and labor dispute prevention.
Administration & Financial Support:
- Manage office logistics: location selection, lease negotiations, renovation oversight, and fixed-asset procurement.
- Maintain daily office operations (cleaning, security, IT network) and coordinate administrative vendors (e.g., property management, courier services).
- Liaise with headquarters’ finance team for local bank account operations, expense reimbursements, and monthly financial reconciliation.
- Safeguard company seals, licenses, and ensures timely annual inspections and updates.
Cross-Cultural Coordination:
- Act as the primary liaison between Chinese and Indonesian teams, ensuring effective policy implementation and feedback.
- Provide part-time translation support for bilingual documents (Chinese-English/Indonesian).
- Mitigate cultural sensitivities (e.g., religious practices, holiday schedules).
- KPI: Complete full legal registration (taxation + labor compliance); Build a 10-person local team with 100% key-role placement; Maintain administrative costs within 90% of budget.
Candidate Requirements:
- Degree: at least Bachelor’s Degree in Human Resources, Business Administration, or related fields.
- Years of Experience: at least 5 years in comprehensive HR and Administrative experience, preferably in MNCs or Chinese enterprises.
- Language: English (professional fluency in spoken and written), and Mandarin (professional fluency in spoken and written).
- Technical Knowledge and Expertise:
- Regulatory expertise: Familiarity with Indonesian labor laws, taxation, and corporate governance; direct government liaison experience preferred.
- Resourceful network: Established relationships with local recruitment agencies, accounting firms, and office service providers.
