Job Role
The Senior Public Relation Manager will be in charge of the ASEAN Public Affairs & Government Relations Manager. It plays a key role in strengthening client's strategic relationships with ASEAN institutions and ASEAN-related organizations, while supporting the corporate reputation, policy alignment, and regional influence by maintaining structured public affairs engagement, organizing high-impact external initiatives, and monitoring regional policy developments relevant to the ICT industry.
The position combines public relations, policy research, stakeholder engagement, and event organization, with a specific focus on advancing the visibility and partnerships within the ASEAN ecosystem. The manager works closely with regional public sector entities, contributes to industry dialogue, and supports company-wide advocacy efforts in areas such as digital economy, talent development, and sustainable ICT.
Key Responsibilities
- Stakeholder Engagement
- Establish and maintain strong relationships with ASEAN institutions and ASEAN-related departments or organizations, supporting Huawei’s presence and reputation in regional public affairs.
- Coordinate outreach and invitations for ASEAN stakeholders to participate in company visits, summits, CSR programs, and large-scale exhibitions or events.
- Event Coordination
- Organize and support external-facing initiatives, including talent summits, policy forums, and CSR projects, ensuring alignment with corporate messaging and regional strategy.
- Manage logistics and planning for high-level meetings, both internal and external, involving ASEAN delegates or partners.
- Policy Strategy
- Conduct research on ASEAN documents, ICT-related policies, strategies, and regulatory trends, producing summaries or insights to inform Huawei’s business teams.
- Support internal teams in identifying new industry opportunities linked to ASEAN agendas or digital transformation strategies in Southeast Asia.
- Reporting & System Management
- Maintain internal systems for activity tracking, indicator reporting, and weekly/monthly performance summaries.
- Prepare documentation, presentation materials, and follow-up reports to support decision-making and visibility of ASEAN-related initiatives.
- Cross-Functional Collaboration
- Collaborate with internal departments such as marketing, legal, government affairs, and business groups to ensure a unified ASEAN engagement strategy.
- Complete additional tasks and strategic projects as assigned by the Public Affairs Director or Huawei leadership.
Candidate Requirements
- Education: At least a Bachelor’s Degree in International Relations, Public Policy, Public Administration, or other relevant social science fields.
- Experience:
- Minimum 7 years of experience, including 3 years in managerial level within the similar industry; IT/ICT/Telecommunication, or digital business.
- Experience in government or public affairs, policy advocacy, or international stakeholder engagement, within multinational companies, government institutions, or NGOs.
- Experience in organizing conferences, CSR initiatives, or multilateral events is a strong advantage.
- Familiarity with ASEAN institutions, regulatory frameworks, or ICT policy environments is preferred.
- Technical Expertise:
- Strong ability to analyze policy documents, summarize trends, and translate them into actionable insights.
- Comfortable working with external stakeholders, drafting official correspondence, and supporting engagement strategy.
- Excellent in time management, project coordination, and event planning.
- Language: Fluency in English, both written and spoken. Mandarin proficiency is a plus.

- Independent, detail-oriented, and self-motivated with the ability to manage multiple initiatives simultaneously.
- Team player with strong learning agility, high sense of responsibility, and willingness to contribute in a dynamic, multicultural environment.
