CPL is seeking an experienced and proactive Occupational Health, Safety and Environment (OHSE) Officer to lead and coordinate safety practice across our Group operations. Working closely with the Group Safety Manager and site leadership teams, you will drive the consistent application of our Group OHS Risk Appetite Statement, strengthen site-level risk management, and build a stronger safety culture across all CPL brands, including pharmacies, medical clinics, distribution centers, hardware retail, and other Group businesses.

This is a hands-on, multi-site role for someone who is comfortable moving between corporate reporting and being physically present in all locations.

Accountabilities

• Assist the Health and Safety Department in reaching its objectives across all safety initiatives.
• Maintain OHSE records accurately and confidentially.
• Ensure compliance with local health and safety regulations.
• Monitor and report on health, safety, and environmental performance metrics.
• Prepare and report on month-end and year-end processing activities.
• Lead investigations into workplace incidents and implement corrective actions.
• Oversee the SWM Pilot Program at all three locations in alignment with SWM guidelines.

Responsibilities

• Establish and maintain comprehensive HSSE programs, policies, and procedures that comply with regulatory and industry standards.
• Collaborate with stakeholders to set objectives and continuously monitor and improve safety initiatives.
• Conduct regular risk assessments to identify potential safety, security, health, and environmental hazards.
• Implement mitigation strategies and control measures to minimize or eliminate risks within the manufacturing plant.
• Develop procedures for reporting and investigating incidents, near misses, and environmental spills.
• Conduct investigations into OHS incidents and prepare necessary reports in consultation with management.
• Implement corrective actions to prevent recurrence.
• Provide HSSE training, toolbox talks, inductions, and safety briefings for employees and site visitors to enhance awareness and compliance.
• Stay updated on relevant HSSE regulations and ensure compliance through inspections and audits.
• Maintain and report OHSE risk registers for all company sites, ensuring that findings are addressed and closed out.
• Develop emergency response plans, conduct drills, and coordinate with emergency responders for effective crisis management.
• Keep accurate records of safety training, incidents, and audits.
• Monitor and manage environmental aspects such as waste disposal, emissions, and resource conservation.
• Implement pollution prevention and sustainability initiatives while ensuring compliance with environmental regulations through audits and assessments.
• Work with relevant stakeholders on pest control and treatment measures.

Qualifications, Skills, Knowledge, and Experience

Qualifications and Experience:

• Minimum 3–5 years' experience in an OHS/OHSE role, ideally across multiple sites or a diversified operating environment.
• OHSE Level 1-4 or Workplace Safety Level 1-4.
• Current certification in Fire Fighting, Emergency Response and First Aid.
• Strong knowledge of OHSA regulations and workplace health and safety practices.
• Current PNG Driver's License.

• Strong knowledge of risk assessment methodologies, safety audits, and compliance requirements.

Technical Skills:

• Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and safety management software.
• Skilled in developing and delivering OHSE training programs and materials.
• Experience with data analysis, reporting tools, and safety performance metrics.
• Ability to review, develop, and implement workplace safety policies and procedures.
• Expertise in conducting risk assessments and safety audits to ensure regulatory compliance.
• Proficient in investigating workplace incidents, identifying root causes, and implementing corrective actions.
• Strong report-writing skills for occupational health and safety documentation.
• Effective trainer and facilitator for safety workshops and educational sessions.
• Dedicated to delivering exceptional customer service while efficiently managing tasks, stakeholders, budgets, and timelines.
• Clear and effective communicator, capable of assisting clients in issue esolution and ensuring a positive experience.
